In fact, the Democratic-majority House passed a law against price gouging and “unconscionably excessive” charges. But the anti-gouging measure is pure grandstanding, showcasing the quick-hit answers that Congress often produces when pump prices jump the wrong way. In the aftermath of Hurricane Katrina in 2005, when some 20 bills proposed going after oil companies for a spike in prices, the commission failed to find proof of major industry wrong-doing. While the House inveighed against gouging with its empty law, the Senate is preparing energy legislation next month. Pump prices, painful as they are, could bring on careful and balanced law-making aimed at a national energy policy. read more
